Estate tax was removed in 2008/2009 because the government thinks it is ineffective as the rich and wealthy have ways to avoid it by setting up trust etc. Ended up, the most of people who are taxed are the middle income families. So unless the government is able to come out with a way to tax the rich effectively, i dont think they will be able to bring the estate tax back.
